Today organizations have to deliver a more business-based approach to technology spending.  No longer can technology be acquired just because it exists.  The need today is to justify spending and investment in terms of the organization's top and bottom lines, and to focus on IT improvements that reduce costs and improve customer service levels.  IT must be aligned with the business, or be outsourced.

Regardless of how your organization operates it's business,  IT service levels, end user satisfaction and technology availability is visible not only to the CIO, but the CEO as well.  Further, even with headcount and budget reductions in IT, there can never be any allowable decrease in service levels.
